Why iced coffee needs a different ratio
A cup of hot coffee is finished the moment it's brewed. A cup of iced coffee keeps changing after that, because the ice you add continues to melt and add water to the drink as you drink it. If you brew iced coffee at the same ratio you'd use for a hot cup, the finished drink ends up weaker than intended once the ice melts into it.
The fix used across every source reviewed for this page is the same in principle: brew the coffee portion of an iced drink stronger than you would for a hot cup, so that once the ice melts in, the total drink lands at your intended final strength. How much stronger depends on how much ice you're using relative to the total drink size.
The core dilution formula
The relationship between your target final ratio, your ice percentage, and your actual brewing ratio is described consistently, if not identically, across several sources. The practical formula is: hot brew ratio equals target final ratio multiplied by (1 minus ice percentage).
For example, if you want a final ratio of 1:15 and you're using 40% ice by weight of your total water, your hot brew ratio becomes 15 × (1 − 0.40) = 1:9. That means you'd brew using a 1:9 coffee-to-water ratio for the hot portion, knowing the ice will dilute it down to roughly 1:15 once fully melted.
Target ratios vary a lot by style
There is no single "correct" iced coffee ratio across the sources reviewed for this page; the right target depends heavily on the style of drink you're making. Hot-coffee-over-ice, Japanese iced coffee, espresso-style iced drinks, cold brew concentrate, and Vietnamese cà phê sữa đá all start from different assumptions.

Because these ranges genuinely differ by style and by source, the practical approach is to pick the row closest to the drink you're actually making, use its ratio as a starting point, and adjust based on your own taste rather than assuming one number applies everywhere.
Vietnamese iced coffee's own ratio
Vietnamese iced coffee doesn't follow the general hot coffee over ice pattern, because it's built around a phin-brewed concentrate rather than a full-strength hot cup. Phin Ratio documents the base phin ratio at roughly 1:5 for both cà phê đen and cà phê sữa, already considerably stronger than a typical hot drip coffee's 1:15 to 1:17.
For cà phê sữa đá specifically, the iced version, that same source documents an even more concentrated roughly 1:4, explicitly because roughly a third of the finished glass is ice. Sweetened condensed milk adds another variable: because it contributes both sweetness and body, it can make a coffee taste less diluted than its raw ratio alone would suggest.

Putting it together: a worked example
Suppose you want a Japanese-style iced coffee using a 1:16 target ratio and 35% ice, and you want 300g of total water, meaning hot water plus ice combined, not counting the coffee grounds themselves. Your coffee dose is 300g ÷ 16, or about 18.75g.
Split the 300g of total water using your ice percentage: 35% as ice is 105g, leaving 195g as hot brew water. Using the formula, your actual hot-brew ratio becomes 16 × (1 − 0.35) = 1:10.4, meaning you'd brew your 18.75g of coffee with about 195g of hot water, poured directly over the 105g of ice.
If the finished, fully melted drink tastes weaker or stronger than you'd like, adjust the target ratio itself rather than the ice percentage. Use more coffee, or reduce total water, to move toward a stronger ratio such as 1:14 or 1:13. Use less coffee, or more total water, to move toward a more diluted ratio such as 1:18.
